# Proposal Date

# Background

The core smart contracts `CollateralVault`, `LetterOfCredit`, and `PriceOracle` leverage OpenZeppelin’s [Ownable2Step model](https://github.com/OpenZeppelin/openzeppelin-contracts/blob/master/contracts/access/Ownable2Step.sol). Initially, these contracts were deployed with the deploying address as the default owner and the `AnvilTimelock` contract as the [pendingOwner](https://github.com/OpenZeppelin/openzeppelin-contracts/blob/master/contracts/access/Ownable2Step.sol#L26). These contracts were purposefully deployed with minimal configuration to allow Governance to assume ownership and make the first significant configurations.

# Executed Changes
